The United Kingdom and France Will Dispatch Troops to Ukraine in the event that a Peace Agreement is Agreed

Placeholder Diplomatic Meeting

The London and Paris have signed a statement of purpose concerning the deployment of troops in the nation if a peace deal be concluded with Russia, the British leader, Sir Keir Starmer, has announced.

Subsequent to negotiations with Kyiv's partners in Paris, he noted that the UK and France would "set up military hubs throughout Ukraine and build secure installations for weapons and defense matériel" to prevent any potential invasion.

The allied nations also put forward that the US would play the primary role in verifying a halt in hostilities.

Russia has consistently cautioned that any non-Ukrainian military in Ukraine would be considered a "legitimate target", but has as yet not commented on this latest development.

The Situation and Ongoing Conflict

Moscow's leader Vladimir Putin began a full-scale invasion of Ukraine in the start of last year, and Russia currently holds about 20% of Ukraine's sovereign soil.

"This represents an essential component of our pledge to stand with Ukraine for the duration," stated the British leader.

Top officials and top officials from the "Partner Group" were involved in Tuesday's talks.

Speaking at a shared media briefing, the Prime Minister noted: "It establishes the framework for the juridical structure under which allied and coalition forces could function on the ground in Ukraine, protecting Ukraine's air and maritime domains, and regenerating Ukraine's defense capabilities for the future."

The UK prime minister went on to say that the UK would take part in any Washington-directed monitoring of a possible truce.

Security Guarantees and Negotiation Stances

Top Washington representative Steve Witkoff stated that "durable security guarantees and strong reconstruction vows are vital to a permanent resolution" in Ukraine – alluding to a major condition made by Kyiv.

The negotiator noted the coalition had "mostly completed" their work on agreeing such pledges "to ensure the people of Ukraine know that when this conflict ends, it ends permanently."

The former US envoy, ex-President Donald Trump's representative, also took part in the talks.

At the same time, French President Emmanuel Macron declared that Ukraine's allies had made "significant progress" at the meeting.

He said that "strong" defense assurances for Ukraine had been agreed in the instance of a prospective ceasefire.

President Volodymyr Zelensky said that a "huge advance" had been made in the talks, but qualified that he would only deem efforts to be "adequate" if they resulted in the end of the conflict.

Last week, Zelensky suggested a settlement was "largely prepared". Agreeing on the last 10% would "determine the fate of the agreement, the fate of Ukraine and Europe".

Unresolved Issues

  • Territory and defense assurances have been at the forefront of key disagreements for diplomats.
  • The Russian President has repeatedly warned that Kyiv's military must pull back from the entirety of Ukraine's eastern Donbas or Russia will seize it, refusing any concession over how to end the war.
  • Zelensky has thus far rejected giving up any land, but has floated the idea that Ukraine could move its forces to an mutually accepted point – but only if Russia follows suit.

Russia presently controls about 75% of the Donetsk region and some 99% of the adjacent Luhansk. The pair of oblasts form the heartland of the Donbas.

The earlier US-led multi-point framework that was extensively reported to the media last year was viewed by Ukraine and its European allies as being heavily skewed in Russia's direction.

This led to a period of intensive diplomacy – with the involved parties trying to adjust the proposal.

The previous month, Kyiv sent the US an updated proposal – as well as additional documents detailing possible defense assurances and provisions for Ukraine's reconstruction, Zelensky said.
